Dock killing

As far as I am aware dock killing is against server rules.
I have just been dock killed by Benjamin-Sisko undocking from Atlantis jump gate.
No warning given, no request for tax.
Players who have travelled through three or four hostile systems to reach the "safety" of Unicon do not need this sort of pathetic "game play".
I have seen it on other servers and it very quickly kills the server.
